How to complain about a bookmaker licensed in Australian Capital Territory

Complaints follow the licence: if your bookmaker is licensed in Australian Capital Territory, the pathway runs from the operator to the ACT Gambling and Racing Commission. If it is licensed elsewhere — most online brands are Northern Territory licensees — use that jurisdiction's pathway instead.   • As elsewhere, the licensing jurisdiction decides who hears your complaint — confirm where your operator is licensed before lodging.

The pathway, step by step

  1. Complain to the bookmaker first

    Raise the dispute with the bookmaker in writing through its published complaints channel (usually a support email or complaints form in its terms). Keep copies of everything: dates, bet or transaction IDs, screenshots and the operator's responses. Give the operator a reasonable chance to resolve it — but note any regulator time limit before you wait.

  2. Escalate to the ACT GRC

    If the bookmaker does not resolve it, lodge a complaint with the ACT Gambling and Racing Commission. Include your account name, the operator and brand, what happened and when, the amount in dispute, copies of your correspondence with the operator, and the outcome you are seeking.

  3. Watch the time limits

    Check the ACT GRC's current guidance for any lodgement time limits. If your operator is actually licensed in the Northern Territory (most online brands are), the NT's 60-day window applies instead — see the NT pathway.

  4. Racing rules vs bookmaker conduct

    Racing-rule matters — protests, disqualifications, race results, stewards' decisions — are handled by the racing integrity body or stewards for the relevant code in Australian Capital Territory, not the wagering regulator. The ACT GRC deals with the bookmaker's conduct: unpaid winnings, account and terms disputes, and licensing breaches.
