Criteria
How an operator earns a place on this list
- The Bureau does not endorse an operator merely for holding a licence. Being on the register is not an endorsement, and most licensed operators carry no Bureau determination at all.
- Approved / Recommended operators hold current licensing verified against an official register, carry no watch or avoid listing, and have been individually assessed and signed off by the Bureau.
- The list is a small curated set — any watch or avoid listing withdraws the status immediately.
Recommended status is the Bureau's highest assessment tier, determined solely by published criteria. It cannot be purchased, and it is withdrawn immediately on any watch or avoid listing.
